Clinic staff face penalties for circumcision error

An inquiry into a mistake at a Samut Prakan clinic, which saw a young boy circumcised - instead of being treated for an abscess in his mouth,

 has determined that people responsible could face up to two years jail and/or a fine of up to Bt40,000, the Public Health Ministry said yesterday.

Dr Somyos Deerasamee, head of the Department of Medical Service, said the team looking into the matter, found that miscommunication had resulted in the boy, aged 12, being mistreated at the Phra Pradaeng clinic.

Australian jailed for lese majeste charge

The Criminal Court yesterday sentenced an Australian writer to three years in jail after finding him guilty on a charge of lese majeste.

Harry Nicolaides, 41, pleaded guilty to the charge which relates to a passage in a novel titled "Verisimilitude" which he published in 2005.

"He was found guilty under criminal law article 112 and the court has sentenced him to six years, but due to his confession, which is beneficial to the case, the sentence is reduced to three years," a judge told the court.

Hospital workers threaten strike

More than 90,000 contract employees of all government hospitals across the country have threatened to stage a nationwide strike if their demands for a pay rise and welfare benefits are not met.

Speaking yesterday at Nakhon Ratchasima university, employees' leaders said all workers at 875 government hospitals and public health stations would stop if their fourpoint demands were not met by next month. Kanokphorn Suksanit, a protest leader, said the strike would not be carried out in a way that would affect treatment of patients or threaten their health.

Govt urged to seek loans from SSO

The Confederation of Thai Labour yesterday urged the government to consider seeking a huge loan from the Social Security Office (SSO) for projects to sustain the country's economy during the ongoing tough times.

"Instead of borrowing Bt70billion from foreign countries, why doesn't the government turn to the SSO?" the confederation's chairman, Manas Kosol said.

Currently, the Social Security Fund - managed by SSO  has accumulated cash of over Bt500billion. This year, SSO is scheduled to invest about Bt150billion of the amount in government bonds, state enterprises and more....

OAG disagrees with BMA's move to annul firetruck deal

The Office of the Attorney General (OAG) appears set to oppose any Bangkok Metropolitan Administration (BMA) move to unilaterally seek to annul the Bt6.68billion purchase of fire vehicles from an Austrian supplier, an informed source said yesterday.

Earlier this week, new Bangkok Governor MR Sukhumbhand Paribatra urged OAG to ask the Civil Court to void the purchase contract, or at least issue an injunction to prevent the next instalment being paid.

The next payment is due on February 11.

King of the swingers arrested

After having reportedly organised more than a hundred "swingers" parties during the past three years, a British man was arrested yesterday along with his Thai wife at a Bangkok hotel. With them were five Thais and 16 foreigners allegedly participating in a wifeswapping party.

Christian A Richards, 54, has been charged with procurement and commercial sex advertisements. The parties are advertised through www.Bangkok.CraigsList.co.th where Richards' wife goes by the name of Duang. They charge each participant Bt3,000.

A fine mess

More than 75,000 motorists were caught running red lights in the month after traffic cameras went up at city intersections, but less than 5,000 have paid the fine at the 11 designated locations, a senior policeman said Thursday.

Deputy city police chief Pol Maj-General Panu Kerdlarppol said he would meet with 7-Eleven executives Friday to see if the fines could be paid via the stores' counter service.

Since December 30, tickets have been sent to 75,470 red-light runners, slapping them with a Bt500 fine and a 40-point reduction on their licence, he said. However, only 4,283 have paid the fine so far.....

Station loners targeted

Bangkok Railway Police have arrested a 15-year-old boy who allegedly worked with four others to extort money from people at Hua Lamphong train station, police said yesterday. Following a complaint by 39-year-old victim Seri Preecha, police apprehended the boy, who was at the station alone. He reportedly admitted to having been arrested twice last year for possession of methamphetamines and told police that he and four friends chose victims who were walking alone and would beat them if they refused to hand over their money.

Auditor general sees graft in ambulance deal

Public Health Minister Wittaya Kaewparadai said yesterday that he would oversee the investigation into corruption cases after a report from the AuditorGeneral's Office said some toplevel ministry officials were involved in the Bt340million ambulance procurement scandal.

Wittaya said he had assigned his advisers to collect all available information about socalled "deals" that might have taken place before he took his post. "All officials must cooperate in this operation," he advised.

Stay away from wild-bird habitats

Consuming water from natural reservoirs or swimming in areas inhabited by wild birds can increase the risk of contracting avian influenza, the Public Health Ministry said in a warning yesterday.

"Don't panic but be aware that water from such sources might be contaminated by the H5N1 virus," advised the Health Ministry's deputy permanent secretary Dr Paijit Warachit, adding that the strain can thrive in water for 17 days.

The warning came after a resident in Suphan Buri's Muang district filed a complaint with local media that more than 10,000 Lesser....

Onestop service centres to help those recently laid off

The Labour Ministry will set up onestop service centres in all provinces to help those recently laid off. From January 119, 35 businesses folded, throwing 1,950 workers out of a job, Somchai Chumrat, permanent secretary of the ministry, said yesterday.

And 39 establishments, mostly electronics parts makers, were on the verge of going under, threatening 28,573 employees, he said.

The project would use the centre in Ayutthaya as the nationwide model.

Services would include registering retrenched workers with the Social Security Office for unemployment compensation, assisting them in job searches and providing them skills retraining.....

Thailand 'happy to cooperate', but Army plays dumb on detainees

Thailand would cooperate with the United Nations on the controversial Rohingya boat people but only on the govern¬ment's conditions, Prime Minister Abhisit Vejjajiva said yesterday.

The UN High Commissioner for Refugees (UNHCR) has sought access to 126 Rohingya boat people believed to be held on Sai Daeng Island in the Andaman Sea.

However, the military told the Foreign Ministry yesterday it had "no clear information" about refugees in its custody that the UN wants to talk to.

Singer not a scapegoat for fire : deputy police chief

Police have rejected claims that the lead singer of a band was made to be a scapegoat for the Santika Club fire tragedy, which killed 66 people on New Year's Eve.

Deputy police chief Jongrak Juthanont denied yesterday that singer Saravuth Ariya from the band Burn had been unfair?ly blamed for the disaster. He said arrest warrants issued by a court for all suspects were based on evidence and witness accounts.

Jongrak said last Friday he escorted the person who took a video clip before the fire to see the Justice Minister so the min?ister could ask....

FM Kasit: Heavy army's presence in south caused negative images

Pattani - Foreign Minister Kasit Piromya said the high presence of the military in the three southernmost provinces could create a negative perception for the country because outsiders could view the region as an "occupied territory." While acknowledging security concerns in this violence-plague region, Kasit urged the governors of the three southernmost provinces and the Southern Boarder Provinces Administrative Centre (SBPAC) to look for ways to help change that perception.

Lee: Government will help all needy to tackle economic crisis

Singapore - Prime Minister Lee Hsien Loong has assured Singaporeans that his government would help the needy tackle the economic crisis, media reports said Monday.

"We will make sure that everyone who needs help will get help, and everyone who makes the effort to help himself and his family, we will make sure he is all right," Lee said Sunday night at a Chinese New Year dinner in his ward in Ang Mo Kio.

 Lee identified three groups who would get more support: poor pupils who cannot afford schooling, needy families and retrenched....

Lao power plant plans to list on Thai bourse

Bangkok - Southeast Asia Energy Ltd, a Thai-owned hydropower project in Laos, is preparing to list on the Stock Exchange of Thailand later this year, media reports said Monday.

 Ch Karnchang, a Thai construction firm that owns the plant, is seeking a financial adviser for helping with the listing, which would become the first such cross-border listing of a company from Indochina on the Thai bourse, The Nation newspaper reported.

 The company needs funding to complete the Nam Ngum II hydropower plant. The plant on the Nam Ngum River, a major tributary....

Call to raise awareness on endangered species

As Southeast Asia's wildcat population is at risk of extinction, the Clouded Leopard Conservation Summit last week urged the media to educate the public about those rare animals to raise their awareness and call for their cooperation to preserve the endangered species.

"There are eight types of wildcats in Thailand, and two of them have already been put on the World Conservation Union's red list of threatened species, which include flatheaded cats and fishing cats," Boripat Siriaroonrat, a veterinarian and assistant director of the Zoological Park Organisation's conservation, research and education unit, said yesterday.

Nod for a museum in Suphan Buri

The Fine Arts Department is preparing to take some parts of surrounding structures of the place where the funeral rites of Her Royal Highness Princess Galyani Vadhana were performed, to build a museum at Nong Ratchawat archaeological site in Suphan Buri.

Department deputy directorgeneral Khemachat Thepachai said the department had earlier sent a letter to the Office of His Majesty's Principal Private Secretary to ask for permission to do so, and the office later allowed the department to take those parts. They included the steel structure of Songtham Pavilion and bricks to build the site museum that covers sevenrai area at Nong Ratchawat....

Angthong residents on avian flu watch

Residents of the central province of Angthong were yesterday advised to be cautious about avian flu as more than 10,000 birds fleeing cold weather in China were now wintering there.

The areas at risk are located along AngthongSawaeng Ha Road in Pho Thong district, where flocks of lesserwhistling ducks and openbilled storks are feeding.

Provincial livestock chief Suebsawas Phakphiboon said the probability of an avian flu outbreak so far has been zero even before disinfectant was sprayed in the areas to calm the villagers.

OAG defends decision

The Office of the AttorneyGeneral (OAG) said yesterday it had not filed charges against Santika Club for operating as an unauthorised service premises because its owner had told police of their operation plans beforehand.

OAG spokesman Thanapich Moolpreuk told a press conference the public prosecutors based their decision on the grounds that Santika executives had notified their intention to run the place as an entertainment venue to a Thong Lor police superintendent on December 24, 2003.
